XD It's symbolism. They had to escape the fake world they were in. Utena was ready to do it, but she couldn't leave without Anthy, who knew the way out. So Utena turning into a car was a nice little way of showing that. She really can't do anything but protect Anthy as they escape. Anthy has to start her up and guide them out of there.
XD And with lots of alcohol. :P If you read the books and watch the anime it all comes together in a blend of symbolism that talks about growing up and escaping the little made-up worlds we make for ourselves and learning about reality and what's really important outside of the high school "culture".
:P That too is symbolism. See he died saving that girl (Shiori?). But Utena forgot it and came to this little fake world with him in it. He's a ghost; he's not real during the entire thing. It's only when she goes into the confessional (Black Rose Saga of the anime) that she realizes the truth and remembers everything. Then she "lets him go". After that she is free to free Anthy as well.
